Employee fines for not locking doors etc.

Can an employer fine staff for not locking doors or turning off lights?

It depends on what the staff contract says.  If there is a provision in their contract that fines can be applied then they are the rules of the contract.  I suspect that the employer here is approaching this rule from a health and safety/insurance issue rather than one of meanness or pettiness – for example, the employer might be under a strict obligation from the insurance company to make sure that doors are locked at night, with penalties of cancellation of cover if a break-in occurs.  But I repeat those rules can only be applied for valid reasons that are incorporated into your contract/terms of employment.
